Harbor, a San Francisco-based startup developing risk management and insurance solutions for enterprise AI agents, has raised $10 million in seed funding. The round was led by Base10 Partners, Abstract and 8VC, with participation from Restive, NFX, Innovation Endeavors, Kibo Ventures, Masia and MVP Ventures. The funding announcement coincided with the company’s emergence from stealth on October 13, 2026.
Harbor was founded by Jesús Santos, Daniel Elechiguerra, Cristian Bartolomé and Luis Botín, who met at Stanford University. The company develops technology to help enterprises identify, assess and mitigate risks associated with deploying autonomous AI agents.
Its platform creates an inventory of an organisation’s AI agents and evaluates their operational, security and regulatory risks. It also applies controls designed to prevent AI agents from executing actions that violate organisational policies and reassesses risks when an agent’s models, tools or data change.
Alongside its risk management software, Harbor provides insurance solutions for residual risks arising from AI agent failures, including potential operational losses and third-party liabilities.
The company works with banks, insurers and other regulated businesses across the United States, Europe and Latin America. Its approach combines ongoing risk assessment, preventive controls and insurance coverage to address financial and operational exposure associated with enterprise AI deployments.
The funding will support Harbor’s continued development of its AI agent risk management and insurance offerings as it expands its operations.
