Outerlimit, a UK cybersecurity startup building security infrastructure for agentic AI, has raised $16 million in pre-seed funding. AlbionVC led the round, with participation from Evolution Equity Partners and Crane Venture Partners.

Strategic angel investors in the round include Charles Gorintin, Brian Murphy, Scott Price, Sam Morgan, Kyle Griswold, Nicola Sinclair, David Garfield and Manish Madhvani.

Outerlimit was founded by Tony Pepper, Neil Larkins and Peter Vincent. Pepper and Larkins previously founded cybersecurity company Egress, which was acquired by KnowBe4 in 2024. Vincent, Outerlimit’s CTO, has a PhD in theoretical neuroscience and studied at UCL’s Sainsbury Wellcome Centre and Gatsby Computational Neuroscience Unit.

The company is developing a decentralized security and authorization platform designed to control the actions of AI agents. Its technology applies authorization at the tool-execution layer, binding identity, authorization and action while providing enterprises with a pathway from agent discovery and observability to policy enforcement.

Outerlimit said the financing has enabled it to accelerate product development and go-to-market activity across London and New York. The company emerged from stealth alongside the funding announcement on September 22, 2026.
