SpendRule, a Dallas-based healthcare technology startup developing an AI-powered contract enforcement platform, has raised $4 million in seed funding. The round was led by Mark Cuban’s Radical Investments, with participation from Zeal Capital Partners.

The investment brings SpendRule’s total funding to $6 million. The company plans to use the capital to strengthen its operations with healthcare systems, expand its engineering and product development capabilities, and extend its contract enforcement technology to businesses beyond healthcare.

Founded in 2025 by Joseph Akintolayo and Chris Heckler, who serve as co-CEOs, SpendRule develops software that helps organisations monitor payments against negotiated contractual terms.

Its platform uses AI to analyse contracts, validate invoices, identify billing discrepancies and prepare credit requests. The technology is designed to help organisations prevent overpayments before transactions are completed and recover amounts owed under existing agreements.

SpendRule initially focused on purchased services contracts within healthcare systems, including staffing, facilities management, maintenance, environmental services, security and IT.

The platform compares invoice charges against contractual conditions and provides supporting evidence for identified discrepancies, allowing healthcare organisations and vendors to review potential billing errors.

According to the company, its healthcare customers include OSF HealthCare, Kettering Health, MemorialCare and MUSC Health.

The latest investment follows SpendRule’s earlier $2 million funding announcement in February 2026. That financing was led by Abundant Venture Partners, with participation from MemorialCare Innovation Fund and Zeal Capital Partners.
