NeoFleet Capital has raised $4 million in pre-seed financing to expand its professional taxi fleet financing business across emerging markets. The round combined equity and debt and included backing from DMTech VC, Mark Loughran, and other private investors. Loughran, the former President and CFO of inDrive, has joined the company as President and co-founder.

Founded in Cyprus in 2024, NeoFleet Capital finances and manages vehicle fleets for professional mobility operators. CEO Igor Shiyanov founded the company, while Oleg Mosyazh is a co-founder. Its Fleet Management Franchise model combines vehicle financing, fleet management technology, operations and maintenance, and insurance.

The company currently operates in Senegal, Côte d’Ivoire, and Peru. NeoFleet plans to use the new funding to expand into additional mobility markets across Africa, Latin America, and Asia, while developing the operating, financing, and technology infrastructure supporting its fleet network.

NeoFleet is targeting 1,000 vehicles across its network by the end of 2026 and approximately 5,000 vehicles by the end of 2027.
