CoComply, a UK-based provider of external workforce compliance software, has raised £1.9 million in a funding round led by NPIF II – Mercia Equity Finance, managed by Mercia Ventures as part of the Northern Powerhouse Investment Fund II, and venture capital firm Haatch.
The round also included participation from management and private investors Richard Law, former CEO of GBG; Seb Timpson, co-founder of With Intelligence; and Stephen Cann, CEO of Bollin Group. Richard Law will become chair of CoComply.
Based at Alderley Park in Macclesfield, CoComply is led by founder and CEO Michael Cleavely. The company develops an AI-powered regulatory compliance platform that helps mid-market and large organisations identify, classify and manage external workers, including contractors operating through supplier agreements and outsourced service arrangements.
Its software analyses workforce and supplier information to identify workers, determine appropriate engagement structures and support compliance assessments. The platform addresses risks associated with worker classification, the UK’s IR35 off-payroll working rules, Right to Work requirements and modern slavery obligations.
CoComply combines automated analysis with specialist compliance expertise to help businesses assess external workforce arrangements before engaging workers. Its platform is designed for organisations managing contractors, agencies and service providers across procurement, HR, finance and legal functions.
According to the company, its revenue increased by 240% in 2025. CoComply serves customers ranging from mid-market businesses to FTSE 100 companies, including Aston Martin, Take-Two, RS Group and Dementia UK. The company also received an Innovate UK Smart Grant in 2024.
CoComply plans to use the new funding to advance product development, strengthen its sales, marketing and delivery operations, and support expansion across the UK and international markets.
